Shankaracharya of Dwarika is doing disservice of Hinduism by such statement that Sai Baba is not Ishwar. Sai Baba himself didn't consider himself god but by miracles he did, by lessons he taught, his devotees consider him god. We hindus say that god is there in every particle.
Actually we have all theories. There are two major theories (vaad): saakar and niraakar. Actually going by vedas, we should believe in niraakar ishwar, but we have less imagionary powers. So we tend to believe saakar ishwar. First there were tri murties but then form of ishwar increased and every cult started worshipping their founder. Actually Sahjanand swami was also human and Ram was also human but their deeds (karma) were like ishwar so we worship them. In Saurastra region of Gujarat, saints like Bajarangdas Bapa and Jalaram Bapa, in iskon, Chaitnya maha prabhu are also worshipped in temple.
And in this Kaliyug even J. Jayalalitha, Rajinikant, Sachin Tendulkar, Sonia Gandhi and Narendra Modi are worshipped literally in temple. Why didn't Shankaracharya speak against it?
